Dacic: As things stand, Russia has secured UNSC session on Bosnia and Herzegovina

BELGRADE - As things stand, Russia has secured the holding of an extraordinary UN Security Council session on a draft Srebrenica resolution, Serbian Deputy PM and FM Ivica Dacic said on Monday.

The Serb member of the Bosnia and Herzegovina Presidency, Zeljka Cvijanovic, will most likely address the session via a video link, Dacic told Pink TV.

Dacic noted that the UN General Assembly was unable to debate Bosnia and Herzegovina as, under Article 12 of the UN Charter, issues debated by the UNSC could not be debated by the UNGA.

Dacic said diplomatic action by Serbia, spearheaded by President Aleksandar Vucic and the MFA, had led some countries to reconsider whether adopting a Srebrenica resolution would help reconciliation or was an illegal action on which there was no consensus and that would lead to new divisions in the region.

"They (the proposers of the draft resolution) thought everyone would back the resolution and that it would go through in the UNGA without major problems... By the number of the countries co-sponsoring the resolution, you can tell it is not a large number of countries and that those countries would not stand firmly by that resolution," Dacic said.

The proposers did not count on Serbia being organised and launching a very active diplomatic offensive, Dacic said, adding that he alone had spoken with the foreign ministers of 69 countries.

"It (the draft resolution) is an illegal action, a violation of the UN Charter on which there is no consensus within Bosnia and Herzegovina and it does not help stability," Dacic said.
